COuld not parse LocalSite.cfg

Windows 2003 server using Perl 64 bit IIS 6
When I go to locahost/foswiki/bin/configure.pl it opens just fine. When I go to change password and save I get the following error.
Could not parse
LocalSite.cfg: Unquoted string "test" may clash with future reserved word at C:/inetpub/wwwroot/foswiki/lib/LocalSite.cfg line 1. Existing configuration file has a problem that is causing a Perl error - the following message(s) was generated:
Content-type: text/plain
Could not parse LocalSite.cfg: Unquoted string "test" may clash with future reserved word at C:/inetpub/wwwroot/foswiki/lib/LocalSite.cfg line 1.
Please inform the site admin.
You can continue, but configure will not pick up any of the existing settings from this file and your previous configuration will be lost. Manually edit and correct your
C:/inetpub/wwwroot/foswiki/lib/LocalSite.cfg
file if you wish to preserve your prior configuration.
It then creates one line in the
LocalSite.cfg of test 1 2 3 . I can delete this file and go back to the config page but it does the exact same thing.
I seemed to have gotten this solved by starting all over

Is there any chance that someone edited
LocalSite.cfg
and added the line
"test 1.2.3"
. That's really strange. I can't think of how configure could have done that.

I think it's more likely that someone hacked the configure script....
